    Why is it possible to build a Spartan government in Athens?

    It's possible, yes. The only additional building you'll be able to get though - apart from tier 5 factional MIC, which doesn't yield any additional units AFAIK, except Spartan Hoplites (only in Sparta) and heavier siege engines (only in certain provinces, not sure if this includes Athens) - is the tier 3 gymnasion (i.e. tier 4 exercise building), which will let you choose between two different forms of expanded gymnasion. I don't know how useful that is to you, but if you run out of stuff to build or if you want to role play a Spartan takeover of Athens, you could justifiably build it. Bear in mind though that the negative side effects of the Type I government may negate the bonuses gained from the expanded gymnasia


    Generally speaking, KH (along with Saba, Pontos, and Rome) is a lot less dependent on tier 5 factional barracks than other factions, often not getting any additional units out of them at all. Unlike with Eastern, Hellenistic, or Barbarian factions, who need the Type I government to get their super awesome elites, KH can thus merrily expand using only Type II or lower, while still getting factional elite units and top tier buildings. This is because for them, Type II represents a different political system instead of a level of ethno-cultural proximity/influence.
