Is there a program to modify unit armors?

I know it's possible to modify armors as evidenced by many of the unit packs and mods available.

However, I'm not content with most of the mods, and I'd like to modify units myself as I did in Shogun 2.

I'm wondering if there is a visual editor available a la TWeak for Shogun 2.

Or is it just a guess and check system atm?
