Lengendary settings

Is there a way to change the settings for legendary difficulty? Just the pause restrictions. Playing on legendary (plus a handful of extra mods) is making the game far more acceptable. And while I still win most battles in legendary, unless outnumbered 2/4 to 1, I don't enjoy them as much because I can't take my time and survey the battle by pausing and looking at certain units/fights. Plus I like to take my time forming my units. It is just my preference. I simply enjoy the game more when I can pause and move.

So, how do you enable the pause functions on legendary difficulty? Is it even possible? A mod? A hack?

I don't know how to mod it but isn't legendary just very hard with UI and save restrictions? If you can get past the saving (or not-saving as the case may be), and the free-as-you-please battle cam, it's still as fun.
