Has anyone found a pack, table, etc. that influences the political effects of the Military Tribune?

As it is, promoting its constituents is so expensive and hugely insignificant that players can (and probably should) play through an entire Roman campaign without even looking to promote their Generals. I'd like to change that by making the Military Tribune's promotions more interesting, impactful, yet somewhat historically accurate.
