Look in the mods forum....there are mods with increased army limits but...there is always a but,isnt it ?
Once you get to the stage of a civil war the amount of AI armys to be spawned may be tied to the amry limit you have.
So if you have a 15 army limit,instead of 12, you easily get 15 full rebel stacks and fllets spawned...good luck then 
As well there is a tut on how to increase army/fleet limits

Open "data_rome2.pack" then down to "db" then down to "campaign_variables_tables" open "campaign_variables" on the left side pain look for "army_cap_fame_0" they go from 0 to 4 alter the "value" amounts to increase they size of armies deployable at varies benchmarks through out the game. That same area you can also alter the amount of champions, dignitaries and spies ie spy_cap_fame_0, dignitary_cap_fame_0 etc etc
