unfortunately no. So believe me or don't damnit now i regret not doing it. figured it had a random chance to manifest more than other names so i thought nothing of it. He wasn't anything special though just a generic general like all the others and was far less great in my game than he was in RL

Although it's not the same as implementation done in older games and mods where actual characters spawned on proper dates and had considerable traits that made us feel like the general we would imagine and then even had a whole campaign objective\role play thing attached to it. Now it would be just some random douche.

Unfortunately i don't think the game spawns cool characters like Antony\Caesar etc.

Nah, it's not a coincidence. There are db files that control spawning of historical characters like Pompey Magnus and Julius Caesar. It's a small chance per campaign, but it's the actual characters, not just a coincidental pairing of names.

Not sure if Marc Antony is in there though.

well if thats true, its good news for modders, always hated the fact that in EB you couldn't get hannibal because he was born after the start date.
