Take Argos on the first turn then go for Olympia. Corinth has no walls so it can be stormed. If you get the Pellopoenese then you are on the good path and your economy gets better. Doable on m/m at least.

well It is quite managable I am playing vh/h with faster battle submod (that I strongly suggest)... be very aggressive, the cities have no walls so u can attack more than one in the same turn, I used the successor general with 9 stars... make him fight, I think I have read that in this mod generals can gain starts only if they fight,
ps: really do not be scared, be very aggressive I find battle here easier than in the vanilla and I am using alexander that should have the best AI
the management of the city instead is more tricky instead just do not put very high taxes, leave them to high
It's easy mode
A choice between sending all of your initial troops agaisnt the enemy OR disbanding the most expensive ones, building up your economy and build an average army.
I've done both.
The only thing that could be considered remotely hard in the Spartan campaign is exactly that: the start, after that it's a walk in the park

I play RS2.5 1 turn recruitment with Primo's 4tpy submod so this may not be relevant to you. I play HARD/HARD I don't play VH on battles. I just can't stand see skirmish troops stand up to legion units making a fight of it.
I don't know how you play Sparta, but I do quickly take southern Greece, including Athens. I then stop and take my time improving my cities and allow my generals to get some Administrative experience while doing so. and sending the young generals to Sparta for their agoge training.
I give the AI time to build up cities and build better units. This made the coming campaigns and battles more interesting and challenging, but I admit, I never lost a major battle, though some were close and most were bloody, draining my troop strength.
But because the AI fields more elite type units, the battles can be close. And by allowing the AI time you will meet greater size empires. Money will become bountiful as the game progresses. Modding an increase in buying and maintaining units should be increased I think.
But you will find yourself short of money quick if you get into multiple wars because most of your enemies by then will be empire status turning out better and more troops.
I find this style of play makes the game challenging and fun.
