He was speaking like a narrator, I believe it was after Theoden said to get every able body boy who can carry a sword prepared for battle...after he says that the camera zooms in on a window in the dungeon and a man starts to speak (forgot about what) but the man is just a shadowy figure....you do not see his face at all

The man is not a shadowy figure, but Grima Wormtongue, who is talking with Saruman about Helm's Deep at that time

To clarify further: that is not a dungeon. It is an opening that lets water through the wall; the weakness that Grima is talking about.

Ya, there's no person there, the transition to the next scene with Wormtonuge and Saruman starts with a voiceover from Wormtongue as the camera shows the weakness he's describing.
