How to fix this?

Ive tried to fix this with modding but nothing works. I give Libya and Nova Carthage 10000 money and they hardly ever build any troops. I take all money and hidden bonuses away from African tribes and they still build uber stacks. Are the client states broken or something? What is wrong here?

You'll need to change it so they invest more into troops, otherwise they will put anything into technologies and buildings. Look in the campaign_ai_personality_junctions and cai_personalities_budget_allocations.pack for this.
