Ive tried to fix this with modding but nothing works. I give Libya and Nova Carthage 10000 money and forever they build 0 troops. I take all money and hidden bonuses away from African tribes and they build uber stacks. Are the client states broken or something? What is wrong here?

You're more likely to get replies from people who know how to mod if you post in the mod workshop forum than the General Discussion forum - also give a bit of detail on what files you're changing and in what way there - and check the thread there on the file precedence number which i think has been temporarily changed from 3 to 5 for mods until patch 5, but whether it has nay effect depends on what file format your mod is in i think.
