Use PFM, open data_rome2.pack navigate to db==>projectiles_tables==>projectiles
extract the table
create a new mod with PFM
import the table
change the values under damage
save
put your mod in the rome 2 data folder
if you save as mod.pack file, you need the modmanger to activate it.

Arrows doing MORE damage? I think that's insane lolol
Seriously though, there is currently a major bug with them being on castle walls if that's your primary motivation.
