Like per title I'd need to know which file should I look to, to change the population level requirement for settlements to upgrade.
In MTWII is descr-settleemnt_mechanics.xml, but in RTW I was unable to find it.
Can anyone help?

I doubt that you can do that. At least in all mods I've palyed I've seen settlements to upgrade at the same vanilla levels (2k, 6k, 12k, 24k population).

Yup. RTW does not offer that option, unfortunately.
