When playing as any nation, I find Sicily takes Carthage, Libya, half of Africa before Rome takes Gaul and Iberia.
Has anyone else noticed this very strange behavior?

I'm assuming that, by Sicily, you mean Syracusae?
Either way, Rome hasn't been able to expand beyond the Alps in any of my campaigns.

I find Lybia and Nova Carthago eat all Italia and Syracuse. I guess things can happen

Syracuse always goes for Epirus when I'm playing Rome.
