    Default Infantry Command skill bug?

I've been playing the campaign as Rome, and I have a general who has the Infantry Command skill at level 2, which is supposed to give him +2 experience levels for new infantry recruits. Added to the +1 that Rome normally gets for this, I would think that I should get new recruits at level 3, but the new units are still showing up at level 1. Tried it with a +1 Cavalry Command general as well, and again, no extra experience levels for the new cavalry unit. Anyone else seeing this behavior with these command skills? I'm pretty sure I'm getting the other bonuses that the skill provides, just not the experience one.

If it went by merit, you would stay out, and the dog would go in.

I can confirm, it doesn't seem to function how it supposed to function
