Either the game designers are not capable to properly research and implement real warfare or the target audience is a bunch of stupid casual kiddies with ADHS and therefore not capable of maneuvering and tactics.

Because the modders would release quality content for free. However, CA would like to charge money for cheap unit packs that should have been part of the game from the beginning. CA hates competition.
1) Because the data they got from players was that many would autoresolve most battles, or didn't like long, drawn-out battles. Although they are altering the current speed with patches (also some of the problems with fast battles are to do with AI army composition).
2) They take time to develop properly. CA aren't going to just release the tools they use to build the game, but need to build a new program from scratch. They have promised a modding summit at some time in the future though.
3) ...because the game is buggy and some people can't play at all. Patching and bug-fixing is going to take priority before they devote time to creating modding tools. Also as said above, they are a company and do need money from DLC in order to keep a team of that size.
A lot of you need to relax a little. Battles have always been fast with few tactics against the AI. The mods you all remember fondly are a different monster from the original game, built for a niche crowd in an already niche audience. If you want to use "tactics" jump online against a human player.
