    Default How to modify the buildings a region starts with?

    One of the things I do not like about R2TW is that every city starts out relatively undeveloped. How do I mod this? Which file(s) should I be looking to mod?

    Thank you in advance for any assistance. I miss the ease with which I could mod RTW.

    It would be in the startpos file with the EditSF tool

    Thank you. Is that the only way to mod it? I.e., there is no way to mod it for EVERY campaign rather than doing it one by one?
