    Default (IDEA) Navel Attrition.

I was wondering if it would be possible to make Armies that are sailing as a navy to get attrition to discourage the AI from spamming the seas with navies. It would make sense that armies out at sea for long duration would have disease and death on board their ships cramped with soldiers.

Excellent idea. It might make actual navies worth the trouble for the players as well, which is just yet another problem this game has. *sighs*

And a transport cap based on the amount of port cities.

and a wait time for those transports to be built.

Yes, good idea. Once the lint is finished, they'd starve.

What? Do you have any idea how itchy and hurts it is to have your own NAVEL flaking just
because of attrition, brushing against itself and the cloth you are wearing, due to eczema?

    EDIT
For discouraging CAI, Naval Attrition would not help much, even though itvis an interesting feature in itself. It is a understandable move to travel by seas, since what could take months by land, just need weeks by sea. The problem in R2TW is, that transports are too easy to procure. One turn movement penalty, Monetary expenses, and Port Embarkation system are better as limiting factor.

On a more serious note, corticosteroid helps, but try not to depend on it in the long term.

The eczema only appears when you spend many turns embarked, thinking you may trick the human player's navy to confront your invincible transports.

Oh my gosh, I'm an idiot hahah.
Well we all know CA didn't model Roman Navels correctly, wish I canceled my preorder.

Those other ideas are a lot better, being only able to leave from a port would make a lot of sense realistically and would do wonders for gameplay. No port? No sea transports. It would limit the inner continent factions to just sail around and take any port city they want.

Are you sure? We're talking about hardened, immune to scurvy, seadog armies, able to spend entire years (turns) embarked.
