Just got to the Marian Reforms and see that the Curia Hostilia no longer allows the recruitment of the Saggitorum and various Auxilia.
What do I have to do to have access to these troops?

Imperial Reforms. You should not have any of those before the final Reform.

Indeed - build the 'Circus Maximus' in Roma and the Imperial/Augustan Reforms happen. Auxiliary troops can then be recruited from the Oppidum Lvl3 and upwards (Yay!) - you can even get them before granting Citizenship (and praise be to dvk' for enabling this and satisfying my desires!)
The fact that the Romans really shouldn't have many of these - is just another small issue.......
