Why i can't build Fortresses and recruit legions in Aleria and Messana(Rome zero turn)

i can't give them citizenship, i can only build 'annex reigon' or 'client and allied states', i have made Aleria and Massana both fortified and made sure all the required buildings
are there(supply of army rations,weapons metal import etc) still not able to build the next barracks,
and in the AOR MAPS i can clearly see i can recruit named legions there

you have to annex the region first I believe, then build civitas, then build your roman barracks up fortress. you also need a market. post a screen shot if you can of massana with what buildings you have

i did annex them and i don't see civitas, but i did not know that i need to have a market built, i will build one and post results and some screens,thanks!

YES you were right, after building a market i could see the civitas building, now i can build a fortress, here is a screen:

my question is related and I don't want to make a separate thread. I think I have all the reforms already. as I can build preatorians in rome. and aux legions. but how do I build roman legions? I have built the rations n weapon metal import. also military focus. what else do I need? cuz I have never seen the civitas building. and to answer your questions, I have built all available market buildings. do I need to build the buildings like the tax ones?

Nm, stupid of me, I figure it out. I need to build the tribal building to unlock everything in my quest to maximize my tax, I almost never build any negative tax buildings unless I needed. please ignore my previous posts.
