Technically? Yes, with extreme use of agents and miraculous luck.
Practically? Not a chance in hades.

Not in 1 army right? You can only use 1 general per army...

I tried three Spartan generals from the start. And it ends horribly unless you are on the offensive and can quickly lock down intersecting paths between buildings. Fortifying is a must due to the ability to pin the enemy at chokepoints created by barricade. To be honest, these are lessons learned after failing miserably. Will try again,

Unless you spam elephants and hope for the best, this is not viable.
