    Default Satrapy's instead of Client States?

    Is it possible to change the factions which normally create client states, e.g. Rome, to instead make satrapys?

    In my opinion client states are broken but satrapys can be quite useful.

    Doesn't anybody know how? I've had a look around with PFM but couldn't find anything related to it.
