No. The Greek City States are only 0 turn. But it's possible now to play Syracuse in 1 turn. So through moding it can work too. As for swap factions, that's the decision of the devs. Maybe they add new ones in the next coming versions of RSII.

You can play the Greek City-States, their owl icon is just next to the Cimbri.

I have a 1 turn campaign with the Greeks as well, they are enabled as of 2.6. Make sure your game is updated to 2.6?
