Civil War. Armies are copies?

After finally having started a civil war, I looked through the armies to see what I was up against. To my surprise I found they were the exact same as my own right down to experience and upgrades with the exception that one of my armies was copied twice.

I doubt this was a fluke as I had multiple themed armies which only had certain unit types like gladiators or auxiliary types.

Is this normal? A very unlikely fluke? Bad game design?

mine was same way, and the senate got 9 stacks. I honestly thought I was done for but they sent 4 stacks at a time on a region I had a full stack and I was able to defend. None of that matters now as my save game got corrupted after all that work
