Yes. Even though you need 2 "equipping" buildings if you want both the best armours and weapons. Plus there is always the siege workshop.
You are correct. One barracks serves the entire province, not just the region. I like to put a manipular barracks and an auxiliary barracks in to get the maximum amount of units!
Yes, its recommend to also build the training camp, if you can build the 4 of them + barracks + any buffing temple for morale... you have superman army
after that designate another province for armour + weapons upgrade
you can view that info from the details and hovering over the city name, from what I observed it applies to all the province

You have to remember tah the weapons upgrades works only on male weapons so it will not upgrade archers only there male skill???, this is the first Total war that made that whay, don't now why you can't upgrade your bow damage, and only your male damage on archers...
What about sacred ground buildings?
4 buildings. main building, missile building for better and more varied range units, siege workshop, and armory or weapon work shop(you can build all of these within a 4 settlement province but you just have no room for anything else).

I do think one of the higher lvld barracks does add more training slots, if I remember correctly 1, now to test that
crazii why don't you put those training grounds? they add quite the buff for the units and if I remember correctly its only applied at the recruitment time that would be more beneficial, specially given that to concentrate a lot of squalor producing buildings is terribad

There are also "general" traits/buffs that alow the units recuited by them( the buffed general) to get levels to get free levels at time of recruitment. It's a bit of a PITA because you have to move your, usually " best general back to your recuiting province , but probably worth it if he buffs the recuits a couple of levels. Maybe, not sure, as depends on how bad you need him elsewhere.

Be careful putting all your training/army facilities in one province though; on higher difficulties you're going to get serious happiness problems. It's good to invest in happiness tech/buildings to counter the public order loss. Quite frankly it won't fit if you want it to balance.
Have one province with army training camps and recruitment. Have another for weapons/armor upgrade. It will cost more; aka, you have to recruit them in one province then send them to the next province for upgrade (and costing 1350 bucks for level 3 weapons/armor in one go PER soldier), but by that time money shouldn't be a problem (I'm pulling in 30K per turn in my current campaign). Doing it this way; you will have space for happiness buildings or perhaps even extra.
@karama, I consider them to be the same as workshops. instead of adding armor or better weps, you get morale or stat boosts.

yeah, but you can add armour latter, but not that, and those stats are a killer
Im currently trying to mix and match hellas to become the ultimate troop producer So far its working, I have the barracks + melee offensive + melee defensive + horse + ares temple, I had to invest everything on happiness generation though

hellas has melee defence+attack+barracks
macedon has range+auxilia barracks+weapons smith
tracia has cavalry+ranch+armour smith+barracks
I can get all the necessary happiness buildings, because unfortunately health buildings are useless against squalor
all upgraded to the max and churning out troops
the armies are going to be fluffy paws, fluffy bunny ears, fluffy tail, fluffy kitty, fluffy kitty ears and the elite army is going to be fluffy the terrible
fluffiness shall doom the world!
