Suggestion for Transports
I suggest that when you try to move an army to the sea, you can choose to pay:
1. A low amount of money + low upkeep each turn for extremely low quality transports that can be destroyed by sneezing at them)
2. A medium amount of money + ok upkeep each turn for the transports we have now but less damage.
3. A high amount of money + very high upkeep each turn for transports that are bulky but cant do much damage.
Its very simple, but i think that it could work, what do you think?

Re: Suggestion for Transports
I would rather have the ability to turn armies into navies removed. Then they can create a transport ship model that you can build in every port. So you have to build your goddamn fleets. Building ships was a big deal. Also I would like a feature to represent the hardships of sailing. Fleets could easily be lost at sea or sunk. Give navigation back its dignity and importance. As it is now, sea is blue-colored land.
