There has been at least two other threads on this.

Some players have fought and won. Others just don't want to try. Not sure if CA intended this 20 stacks problem?
Is you game standard or modified?

Well if you want a challenge you shouldn't really be playing as Rome

I dont see a problem with giving the rebel side 20 stacks in a civil war but they should be spread around a bit and not all in the same place and most important the AI should mandatory go on attacking the other faction...if the AI does not attack because of regular AI routines a canned standard behavior is mandatory to be added

As Rome, i had a civil war with 21 stacks of Senate Loyalists, spawning in Carthage. "Even made a thread about it" I won the war, took some time, but slowly i annihilated them all, even though they managed to take Karalis and Lilybaeum, before i could give any resistance.

My civil war occurred in Hispana. Around ten army and ten naval units. Next turn they took off. I lost a couple of towns and a fleet. I was able to pull some armies and fleets back from Gaul and Carthago. Also had just had my imperium increase so I was able to recruit a couple of armies in Hispana to help defend.

Within three turns I was able to start taking back the towns and work on defeating the Senate armies. Took six or seven turns to run them all down.

I personally thing the whole civil war process is stupid. I believe it was just a late add-on to the faction process, which is also needing to either be done away with or completely redo to make some sense.

I think that this is a bug. When civil war happened in my campaign as Rome, around 10 stacks of legionaries appeared next to the Rome and started to spread out relatively quickly. I lost most of Italy, because my legions were far away, but I managed to defeat them.
