Theming your armies.
Recently, to stave off boredom, I've started taking up themes for my games. According to the theme, certain restrictions are put on the armies makeup and use to increase the difficulty. For my roman campaign, the theme has been the seven deadly sins: Superbia (Pride), Avaritia (Avarice), Luxuria (Lust), Invidia (Envy), Gula (Gluttony), Ira (Wrath), Acedia (Sloth).
Legio I Superbia. Units: 10 Praetorians, 5 Praetorian Cavalry, 2 Auxiliary Elephants, 2 Triarii. In pride they forsake anything but straight land battles, forgoing strategy and even common sense to charge into battle.
Legio II Avaritia. Units: Mercenaries (constantly changing.). Loosed only once far from Rome, they raid, pillage, and sack anything in there path. Often wiped out and reformed due to the dangers (Upkeep.) of well trained and disloyal troops.
Legio III Ira(/Luxuria. Couldn't come up with troops to match the theme for them, so I combined them.). Units: 10 Gladiators, 9 Gladiator Spearmen. Possessed with Rage unmatched and a lust for the high of combat, they sell there lives to Rome and in exchange find themselves on the front lines of any conflict.
Legio IV Invidia. Units: 16 Auxiliary (Various.), 3 Ballista. Having seen there homeland crushed, they join there oppressors desperately attempting to grasp what they will never have by taking the homes of others.
Legio V Acedia(/Gula. Once more, not enough units.). Units: 5 Triarii, 9 Wardog, 2 Ballista, 3 Scorpion. The guards of Rome. They have became lax and slow having not had combat in decades but they are still a force to be feared, having the best equipment available and ravenous beast to make up the difference.
Sadly, this has not added much difficulty but it was rather fun to build and field the more unusual armies of pure mercenaries and Auxiliary troops.

Bet that second Legion costs a fortune in upkeep!

Something like 3000-4000 thousand in total.
