Failed to find Steam.

So I followed these instructions but it is giving me an error that says "Failed to find steam". I copied RTW to a file on my hardrive then installed there. Do I have to do it in my steam folder instead?

After you copied the steam.dll file, start the launcher and press STEAM:YES twice. The second time enter your steam user name. Dont forget to start steam as well before you run the game.

Where do I copy the steam dll file? Where do I put the actualy RTW and Rome Surrectum file at?

What steam dll file? I didnt read anything about that in the guide I posted. I know how to start steam through the launcher but the problem is I do not know where to install the launcher or game. I'm like 4 hours in and I've gotten absolutely no where following the guides on this forum. Is there like a step by step guide somewhere I can follow?

Here says For Steam users having a "failed to find steam" issue, copying the steam.dll file found inside the steam folder to the rome folder seems to fix this.
