Default AI navy blockades settlement..and my army can't attack?

This is driving me nuts. I have an army in Southern Rome. I defeated all the Roman armies, but Epirus has a tiny navy blockading the nearest settlement with a measly two depleted ships. This has been the situation for about 20 turns now. And to top it off, another faction is doing the same to another settlement just North of my location. When I try to besiege or attack either settlement, I cannot click on it. I'm assuming this is a bug. If not, this is a retarded, unexplainable feature. Why would a naval blockade prevent a land army from besieging a settlement?

    Nope, a bug.

I just came across this very annoying bug in my game. Playing as one of the northern British tribes (all factions playable mod) I was at war with the Iceni. My full stack army was outside the Iceni walled city Camuldonum. The Welsh tribe (Dumnones ?) have a small fleet outside the city and are also at war with Iceni. I have friendly treaties with them so don't want to attack them just yet. No way I can besiege the Iceni capital and stood around for many turns until I gave up. Think I'll try EU4, the videos on YouTube make it look quite good.

yeh I've had this problem in my campaign, where an allied Egyptian fleet was blockading one of the North African regions and I could not take it, very annoying

have not seen if the beta patch changes it yet though

I declared war on a faction doing this to me, killed their measly fleet, took the town and offered a peace treaty with a payment the following turn.

Its working just as CA intended. Everything is just peachy, and you are getting worked up over nothing (ref to my sig)

And yes, its hopefully a bug they'll fix ASAP
