DBE Editor 1.8 Won't Increase Elite Unit Cap

Hi everyone.

I'm having trouble with DBE editor.

I've used DBE 1.8 to access the Unit_Table,

and I changed the value of the Unit_Limit column from "1" to "3" for the elite units

I saved the changes and loaded, but in-game, the unit limit for the elite units is still 1


Does anyone know why this isn't working?

I guess you need to set it on "0".
