hmm I am wanting to play legendary campaigns with normal battle difficulty. Can This be done? Your mod is the only one remotely close to my wishes. I like a hard campaign but not unfair battles.

yes, you can set the battle difficulty whenever you wish during a campaign, press esc and search somewhere in some options, really easy to be found

In rome 2 if you start a legendary campaign it locks the battle difficulty to legendary also...

so, no, there is no way to change that in legendary.
