What is the performance hit using 2x units? I already use 40 units per general and in siege battles sometimes I get some lag due the pathfinding (freeze and slowdown). Using 2x units will make it worse or the same?

Make sure that the schema for the version release is updated to the latest possible.
Yes garrisons do update as well, you just have to give them tim (a few turns) for them to catch on to the new unit numbers.
Yes you can use the multiplier method (follow the second point listed on my original post)
This all depends on your graphics card and your rig's processing power. the better your card and better the RAM, the better your rig will handle large unit sizes. using large unit sizes will slow down your computer if it cannot handle it. Keep in mind that your computer is now processing twice the information per screen if you doubled the unit numbers!
What have you done exactly? you must have done a mistake somewhere along the line because if you followed the instructions properly then it will work perfectly.
I am having the same issue. I followed the instructions to the letter, and nothing happens. Units still recruit at 160 men tops (I used a x2 multiplier with the ESF editor for all campaigns).
I have installed Radious' mods, but I don't see how they would mess with the startpos edits.
I've scoured the mods with PFM, and did find two startpos files inside a couple of radious' mods. I edited them as well, with the x2 multiplier.
Still no effect.

I Done this and nothing happened. The unit sizes are still the standard huge amount.
The starpof I edited was in the following location ( I also changed main_rome too)
C:\Program Files (x86)\Steam\SteamApps\common\Total War Rome II\data\campaigns\main_emperor
Some people seem to use the 'roaming' location which I dont understand or seem to be able to locate on my pc with windows 8.
Am I doing something wrong?

Nevermind i was really stupid and opened the data pack for attila and not rome 2
Just wanted to chech if I use the PFM 3.0.2 open up data_rome2.pack, would that also change the amount of unites in mods also? or just the units in main Rome 2?
If you want to change unit size individual (let's say, only the General unit of an army of a faction) in a savegame or startpos you can use SaveParser.
The picture below is for Attila, but it also works for Rome2.

Me too cannot change the number of soldiers in the starting units . I used the following editor : EditSF 1.1.1 , which I downloaded form this site . Could it be a wrong editor ?
I edited the following file , in order to play the classic Campaign (the so called Grand Campaign) :
...\steamapps\common\Total War Rome II\data\campaigns\main_rome\startpos.esf
Maybe I am editing the wrong file ?
I have also disabled all my mods .
And , by the way , here's a picture of the parameter I have changed . Is it possible that the red letters indicate an error ?

Ok I opened a Data:rome2.pack and edited some units, how I save now and turn into a mod?

Click File - New Mod or something like that, right click inside the white area on the left and click Add - From pack then add the table you're editing from data.pack to it. Then edit it there. Then save it.
There's never a reason to straight up edit the vanilla pack files, always make a mod and edit them there. These two tutorial series might help you out with general stuff.
