Are resources universal in your faction?

If I have for example marble, can I build a Colosseum in any of my provinces?

The reason I ask is because I build a Colosseum in Carthage even though that province doesn't have marble. But now I can't build a Colosseum in region that does have marble. So are the resources universal and somehow limited or is that a bug? Thanks for answers.

they are supposed to be universal, maybe a limiter on how many you can build?

Some buildings, such as the Colosseum, are unique. Meaning you can only build one.

I currently have two Circus Maximus. Are they limited to two? Neither region has wine which is required to build one so I guess resources are universal though.

I was just wondering if you need certain amount of resources to build something. In tactical map it shows you the amount of resources in each point.

the best way to test that since the wiki doesn't give enough info is to save the game, look at the resources, destroy one see the resources subtracted
