Balance of Power stays always the same
Hey,
I'm playing as the germanic Cherusci and I'm trying to form a Confederation (I have 2 full provinces), but when I'm negotiating with another germanic tribe (which has only one region) the balance of power indicates that we have the same amount of power. Therefore no one wants to join, because they see me as not powerful enough.
Is this the case, because I'm playing with the Cherusci (which btw have both germanic and celtic units) or is it just Rome 2 being buggy?

Yes. someone should told CA about that bug. It make making client state,satrapy,confederation so hard.

Sigh, do I get a confederacy when I conquer all tribes with "the same blood"?

I think I read something about the confederation had a bug and it was either fixed in the first patch or in the Beta 2.0 patch. Check into that. Possibly the Beta 2.0 patch.

I think it works this way: the power bar stays at 50 : 50 until you scout the territory of whatever faction you want to talk to. If you can see their armies and navies, the power bar will change. The ai is always aware of the actual power level and will react accordingly.
If you want to know how you can make factions join, I donīt really know. I played the Suebi twice, and both times it worked. One time I declared war, marched into their territory with two full stacks and then offered peace + join confed. That worked, so you can threaten factions. Apart from that, I seems rather random. I have seen faction refuse non-aggression pacts and trade, but agree to join. Not really sure about the factors that are at work.
