Seems like a copy of the building in the export_desc_building? It won't do any harm but it can be annoying. Try checking it out there and look at the line regarding the library of Alexandria.

It seems that I can build the Library of Alexandria anywhere after I've already built a... Tabularium (I think that's what it's called) in the city.
