How do you increase armies and fleets skill points ?

The title says all: where do I have to mod to modify the number of skill points my armies/fleets earn with each rank ?

Campaign_variables

There is also the limits for the amount you can recruit there.

Actually, I think it's at character_experience_skill_tiers. Latest PFM and schema off Sourceforge has blank labels for the top 18 rows, but it works correctly.

You are correct, my apologies. The campaign variables has the Agent limit's per tier.
