Modifying Campaign Difficulty settings?

Is this possible?

I don't really want mods which make the game easier for me in terms of more money or removing the need to plan settlements to maximize them. I just want to remove that issue for the AI.

I just want to crank up their economic bonuses even more.

They had done it in Shogun2 by removing some extreme bonusses of the AI, so I think increasing them is possible. I guess that is edited in campaign_difficulty_handicap_effects, but I can't open it.
