Default Athens, Cultural Victory, and the Acropolis

I am playing a campaign as Athens and have almost reached all of the victory conditions for a "Cultural Victory". One of the conditions is to build the Acropolis. I searched for Acropolis in the encyclopedia, and googled it as well, and I cannot figure out what one needs to do to build it. Am I just blind or are others confused about this as well?

edit: ok I figured it out no thanks to the encyclopedia. It is at the top of the Temple of Athena chain.

I don't see why the encyclopedia shouldn't be helpful.

The Acropolis is a religious building after all and it's at the top of the religious building chain.
