I want to delete political parties, when I change government to empire, I want to have only two parties this is possible?

no, you can't change the parties number during a campaign.
not even via script.
maybe via the savegame editor? not sure

you don't need that stuff for modding 
just use the community (or ca) tools, depending on what you have to do
