Definitely public order bonus's from temples for example apply to the whole province, and they don't specifically state 'province wide' in their descriptions. Food additions are faction wide I noticed some ancillaries specifically state (Faction-wide) for example, so I am guessing if the buildings gave the same, they would also state it. But I think things like markets for example will only increase for the city they are in. Not 100% sure on any of that, just from my thinking while playing
So would that mean that your bonuses are being applied to the settlements belonging to other factions?

Can anyone help with building availability? I have done the military research which allows you to build the military training building (not the workshop or barracks) but in a city I have that has a spare slot - there's no option to build it. Can certain regions only build certain buildings?

Some buildings (like the training building) can only be built in province capitals. You can check this in the in-game Encyclopaedia.
Do the bonuses stack? Say I build a Temple of Neptune in two cities in the same province... would the effect on trade be doubled?
