Default 24k Population in a City

Playing the tribe that starts in the Bretagne (France), I conquered the rebel lands up to Paris and Orleans and after some hard years, my economy and population rise. My problem is, that some cities (Rennes, Nantes) have reached 24k inhabitants, but I am not able to build a new level of palace to compensate for this increase. Now, these cities suffer from 100% squalor, although I have built everything that was possible.

Do you know any way to handle it? I would be satisfied if my homeland would be all right before I sail to conquer Britain.

I have also had a city in Dynfeint hit 24k.

Probably only possible with unpatched 0.60

Ok, well, looks like major rebellions to be dealt with here very soon. Recapture city, kill population = big cash bonus.

I'm assuming these cities have grain resources, or are adjacent to grain. I asked about this and was told that grain resources would be removed in the next build. As to why you can't build the top level of city I can only assume it is to realistically depict that there weren't any major population centers in the dark ages.

precisely. the max pop of 24k in some settlements will probably be reduced or a corresponding building upgrade will be introduced.

Yes, Nantes has a grain ressource that made 4,5% growth.

Historically, there was no major population center in this area in the dark ages, but if a warlord (like me) would have conquered a real large area, enslaved cities in foreign areas, built a good infrastructure and improved trade, such a city would have been possible.
