"Clones" among certain units

After fiddling about with graphics and drivers, I've managed to make Rome II playable for myself. I'm enjoying the game very much, but there is a lot that still needs to be addressed.

Playing various custom battles and and my Rome campaign I have noticed that in some units the soldiers all have (more or less) identical equipment:

I am somewhat disappointed by this, but it is not game-breaking. There are far more important things that need to be sorted out. I was just wandering whether this was a design choice or a mistake on account of the game being un-polished.
