I try to play with Avrni and this faction start in a village. After a lot of turns (100), I realized that a city which is not the provincial capital can't be developped. Does it means that a region with a village can never grow into a big city ??

Yep- if You don't have a slot for extra building (that can be unlocked by using population), then it means that village will stay village...
Geez- it was so good in Rome1...
