I enable it and the unit maintenance goes down but income from looting/commerce raiding doesn't show up in the trade & finance screen.

I don't think actually earn anything other than lower maintenance.
Which is a shame.
Raiding waters with a lot of rich trade routes should net you a big reward, and would make a navy more valuable!(even an economical tool)

I get negative relations with factions for raiding and blockading. Wish the ingame encyclopedia was useful. :?
