    Default Is Liberation broken?

I have been trying to liberate factions for the last couple of hours and I can't seem to be able to do it. Playing as Macedonia several of my allies were destroyed by the Seleucids, I tried to liberate Rhodes and Pergamon but I'm not seeing an option to liberate them. Just for the hell of it I let them rebel just to make sure they didn't have a fleet or army left and both of the factions re-emerged from the rebellion, but their armies were so small I had to let them take the capture points to win. :/

The option is actually titled "subjugate," and you make them your client state.

That's right. For some reason only barbarian culture factions can liberate factions...

I believe, like so many other things in the game, there are different names to the same function. Subjugate is the Carthaginian version of Liberate, and both do the same thing- create a vassal. However not only do a lot of factions not seem to have a clear Home region, but even places like Rhodes don't allow reviving factions as clients.
