They have clearly not made any progress since Empire. In fact, i highly doubt they are even working on anything.

The only reason Shogun 2 felt more balanced was simply because there were far less units than before. Now that we're back to varied factions with a lot more units. We see that the game is unbalanced and that both the Battle AI as well as the Combat AI are just a mess.

As a side note, i wish i worked on CA's AI department. They would pay me for doing nothing.
