Essential fixes
Rome 2 is a decent game imo, maybe not as good as Shogun 2 on release but it certainly shows promise. There are a few things that seriously annoys and should be fixed in upcoming patches.
- Barbarian recruitment system is seriously confusing since they don't have a barracks building line.
It's hard to know what buildings are needed for the next tier troops. They also seems to be too spread out over different buildings giving the player little room for a "military recruitment province" given the small number of available building spaces.
- Merging some buildings.
Honestly there are just too many building chains, 4-5 for every base building. Merge some of these or even remove some of them and add a few of the effects to another building. Does Barbarian really need both a bronze furnace and iron workshop building chain?
- Higher morale for lower tier units.
This seems to be a problem for many since the AI just churn out so many of these units (mostly 1 province nations that doesn't have room for more buildings). The battles are over in seconds, this makes the game pretty boring.
- Reworking hitpoint system,
I'm not really 100% sure on how this works but the first impression is not good. Units suddenly just taking mass casualties when their hitpoints are depleted, espeically obvious when taking missile damage.
- Reworking units with javelin as secondary weapon.
It makes no sense for making this automatic and not being toggable or used for defence.
- Add Guard Mode!
Pretty obvious, the crazy blob vs blob battles become pretty bland after awhile. Why was this removed? Makes 0 sense.
- Chasing routing units is bugged again
Worked in Shogun 2, why is broken again? Should be easy to fix though.
- Nerf Romans and heavy infantry
Honestly the system in Shogun 2 was good if not the best balanced game in the series, the balancing in Rome 2 is a step back.
- Remove many special abilities
This is probably the thing that irks me the most, press button to charge harder, fire faster etc. It doesn't make the game better. So many of these needs to be removed. Generals having a gazillion different abilities is horrible, like 2 different abilites for just keeping other units from using theirs?. Just keep the essential stuff like berserking, testudo, phalanx, cantabrian circle etc. This design choice is just incomprehensible.
Anything else to add to this list?

I dislike the current recruiting and garrison system. After a while in my Parthian campaign the game turns into continuous forth and back- running with my armies because the automatic garrisons in cities are just rubbish.
