Default If you don't hold the provincial capital you're screwed.

The first and most annoying is, you won't be able to trade. Factions like Epirus *despite having Apollonia as trade port* or Sparta *that doesn't have a port* are screwed because they are forced to take a provincial Capital to be able to trade.

What makes it even more ridiculous is that if you want to trade as Sparta you either have to attack Athens or Pella. Messing up your diplomatic relations for attacking allies.

And for Epirus, even if you have Apollonia, you still have to conquer Pella to be able to trade.

The same goes for Pontus. In the end you have to attack Nicomedia, because even if you are allies, it won't count when you set up trade agreeements. That's retarded!

Now imagine if CA adds playable factions like Rhodos, Knossos, Syracuse, Cyprus. Mainly factions that don't hold a major settlement yet they posses trade ports of their own. Now is when the mess starts. You won't be able to trade until you conquer the provincial capital.

Imagine you are trying an Economic victory, where allies are needed to fulfill your objectives. This idiocy of having to have the Provincial Capital, screws all your plans for a pacific gameplay.

Also add the fact that if you don't hold the provincial capital. You will suffer cultural, as well as public order unrest.

The province system really sucks. Specially when it comes to trading.

If only provincial capitals can trade, what's the point of having so many non-playable factions?

I was unaware you needed the province capital to trade. That is really stupid.

Have you checked which settlements have Epirus?

    Chances are they conquered Illyria.

One thing is certain. I have a harbour as Pontus, i conquered Apollonia as Sparta and i can't trade unless i have a Capital city.

What are you talking about? Trade requires the harbor building. As we speak I'm looking at a trade route going from my city into the minor settlement of a one province minor.

What faction are you playing as?

Also, AI does not follow the same rules as the player. The AI can trade even if they don't hold the provincial Capital.

The player is the one that can't trade if they don't hold the provincial Capital.

Then AI does not follow the same rules as the player. I expected something like that.

Loaded up a game as Epirus to check this out for myself. Here's a screenshot of my diplomacy screen. I'm already trading, by sea, with Syracuse. I can also trade, by sea, with Athens, as you can see. A land route is also possible with the minor faction to my north. The reason I am able to trade by sea is because my city has a harbor building.

Check your buildings; not just any "port" type building will do. There's four types: shipyards, military wharves, fishing ports, and harbors. Harbors are the only ones that allow sea trade.

Perhaps that Harbors have a maximum amount of Trade Routes they can service...The other faction might cannot trade since their own harbors are already in full capacity trading with another faction...

There's enough issues with the game as it stands without making ones up out of thin air.

Playing as Sparta forces you to break your alliance with both Athens and Macedon to set up any kind of trade. Since Sparta doesn't have a port any land you capture (For example: Both of Eprius's provinces) you cannot set up land or sea trade routes with any faction because the lands aren't connected to your Capitol. Its a huge problem since I planned to stay allied with Athens the entire time (I can't even imagine how frusterated Co-op Campaign players as Sparta and Athens are)
