Reinstall Direct X fix?

I read a few things here and there about reinstall of Direct X being something that helped with those who ran STW2 and ETW great with graphics and nor run at 6 FPS and graphics kind of worse than MTW2. So how do we reinstall Direct X with Steam. I am just a bit computer uneducated...I'm 47 please give me a break I started with a C64, but I really try to learn so an explanation- how to do please? I think they said reinstall back to Direct X 9? Any help?

Go to Program Files - Steam - SteamApps - Common - Total War Rome II - redist - directx

In that folder, you'll find a setup, named DXSETUP, just run it.

I did it, gained about 5-8 FPS in the benchmark, seems it kinda works
