I play on hard/med difficulty and i want to change the settings to hard/hard without restarting the campaign. What can i do?

No. AFAIK there`s only one way. Using RomeSage to edit the saved game, but that tool doesn`t exactly work with RTW v1.5 on which RTRPE is based. It messes the year date and some have reported other problems too. If you want you can try it, but use it at your own risk.

how can i give money to enemy? where can i find the commands?

To give money to an AI faction, open up the command console (press ~) and type:

add_money [faction], [amount]

Note the comma after the faction. Faction names are listed in descr_strat.txt. Note that Thrace is "dacia", Bactria is "thrace" and Illyria is "britons".
